Our target audience and stakeholders

To begin developing appropriate information for young people about the NHS complaints procedure, we defined who the information was aimed at. We also defined a list of stakeholders – individuals and organisations with the knowledge and experience to contribute to the leaflet, and the services that would use the leaflet in their work.

We intended this resource to complement the detailed information in our core leaflet: Making a complaint about the NHS. We did not place an upper age limit on the leaflet so that readers could identify which format was most appropriate for them. We also avoided using the term ‘children’ so as not to discourage older readers. However, broadly speaking, we aimed to meet the needs of people who use youth services: 13 to 18 years old.

Our stakeholders included all young patients who use the NHS in Scotland, young people’s organisations and NHS professionals with experience of working with or for young people. These included:

  • Young Scot
  • Scotland’s Commissioner for Children and Young People (SCCYP)
  • The Scottish Child Law Centre
  • Action for Sick Children
  • Childline
  • The Young People’s Patient Partnership Forum
  • NHS staff including representatives of Yorkhill Hospital in Glasgow and the Sick Children’s Hospital in Edinburgh

During the leaflet’s development we also consulted with representatives of the Scottish Government Health Directorates and other statutory organisations such as the General Medical Council.
